Explain rules and procedures to employees and management to help them understand rights and obligations. Develop or assist in developing written policy and guidelines for use by local management in such matters as developing individual employee appraisal plans, completing appraisal forms, reappraising employees, and providing counseling and training. Conduct extensive probing and analysis to identify obscure or underlying causes of misconduct or poor performance. Conduct studies to develop management interests and respond to union interests at the bargaining table. Represent management in unfair labor practice and representation hearings before the Federal Labor Relations Authority and in impasse proceedings before the Federal Services Impasses Panel. Serve as spokesperson of a management negotiating committee involved in contract, midterm, or appropriate arrangement negotiations, as required. Experience:
One year of specialized experience which includes 1) utilizing civilian human resource laws, regulations, policies, and procedures to conduct research and assist in resolving management-employee relation (ER) issues or labor relation (LR) issues; 2) advising managers on various ER or LR topics, such as corrective/disciplinary techniques, conflict resolution, performance management, leave administration, and/or union grievance procedures; and 3) utilizing office automation software to draft written ER or LR documents, such as removals, suspensions, responses to complaints, etc. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).You will be evaluated on the basis of your level of competency in the following areas:

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
